Cornelius Rhein's presentaiton begins by looking at the histroy of HCFC phase-out in the EU, where there has been no HCFC consumption since 2010. AS 2015 servicing with recycles/reclaimed HCFC will be banned. However, as a result there has been a massive phase-in of HFCs, with HFC emissions increasing by 300%. The Euoprean Commission is currently revising its F-gas regulation. One of the main elements of the proposal is the phase-down of HFCs, although there are also some proposed bans.
