Agustín Sánchez Guevara's presentation begins with some background information about the ozone layer and the Montreal Protocol, and its principle of 'Shared Responsibilities and Differentiated Commitments'. The Mexican HCFC Phase-out Management Plan (HPMP) and schedule is then reviewed, which requires the following:

  • First stage: 30% phase-ou by 2018
  • Second stage: up to 60% phase-out by 2020
  • Third stage: addressing the servicing sect
